Improving the rural living environment is a key task in implementing the rural revitalization strategy and a deep expectation of the agricultural community. Since the 19th anniversary of the Party, the Party Center and the National Institute have arranged to implement the “Three-Year Action Plan for the Remediation of Rural Human Resources Environment”, which has achieved remarkable results. In order to continue to promote the improvement of rural living environment in the new development stage, the Central Agricultural Mission Leadership Group,The National Development and Reform Commission, the Agricultural and Farming Department, the National Village Revitalization Bureau, together with the Ministry of Ecology and Environment, the Housing and Urban-Rural Development Department and other relevant departments, have compiled the “Five-Year Action Plan for the Remediation of Rural Human Residential Environment (2021-2025)”. Recently, the CPC Central Office and the State Council Office have printed and published the “Action Plan”, which was officially announced to the public yesterday. This is a powerless grasp for implementing the village construction action. The “Action Plan” clearly confirms the guiding thinking, mission principles, overall goals, key tasks, guarantee measures, etc. for the improvement of rural living environment, and includes 27 items in 5 parts and 27 items, which refers to the main documents for improving rural living environment during the “14th Five-Year Plan” period.
Comparing with the three-year action plan, the new “Motion Plan” has three important changes. First, in terms of overall goals, we will promote the upgrading of beautiful and livable environment from promoting the overall construction of village environmental urns toward beautiful and livable upgrades. Focusing on the basic implementation of agricultural and rural modernization by 2035, the basic agricultural infrastructure will have the conditions for modern career, and will continue to adapt and guide scientifically. Second, in key tasks, we will move from a comprehensive perspective to the overall progress. The concept of green water and green mountains is Jinshan Mountain. It is guided by deeply learning the “Thousand Villages Demonstration, Ten Thousand Villages Remediation” project experience in Zhejiang, and the focus is on rural and rural housing reactions, sewage and slag management, village appearance improvement, and long-term management and tree improvement.
